The following rules will go into effect immediately and we'll be incorporated into our official league rules post. Hopefully these changes will increase transactions, activity, and player availability. We'll continue to discuss other possible changes and tweaks during this off-season.
1. Draft Expansion + Tweaks
a. increase the # of rounds from 3 to 4 starting in the 2017 draft. (continue the custom of inherited drafted prospects)
b. change the way we do auto selections for vacant franchises. if a team doesn't have a GM we auto-select the highest remaining forward when they are on the clock.
c. missed picks for active GM's(those who post int he pre-draft check-in thread) will continue as previously stated with the highest remaining player being assigned at the end of each round.

3. Waiver Order/Waiver Passes/ Waiver Reform/Rookie Rule
a. The waiver order will now be the reverse of the previous year's regular season standings-effective immediately (in future years this order will go into effect at the end of the last day of our regular season)- Teams that make a claim go to the bottom of the list like we do it currently. Following the off-season, after the first 4 scoring periods of our regular season we will switch to that current season's live standings to determine our waiver order(tie breaker is least total fpts for). There is no rotation of waiver order between the 5th week of the season and the end of our regular season.
b. Reduce Waiver Passes from 3 to 1 starting at the beginning of the 17-18 season
c. Waiver Reclaim Rule:
If a team waives a player and another team claims, and the new team waives the same player within 30 days of the original team waiving, then the original team can "reclaim" the player and send him straight to the minors without losing any place in the waiver order. If another team places a claim then the team with the highest place in the waiver order will win the player and they will go onto their roster, as per normal procedure.
d. Rookie Rule GP
would raise the rookie rule gp from 24 to 49.
e.If a team wishes to buyout a player in the minors or place a minors player on waivers they do not have to create a call-up thread. they can simply make a waivers thread with complete salary info and potential buyout caphit. saving some procedural annoyance.
4. Player Roster/Minors Limits
a. each team will be allowed a maximum of 80 players/prospects total. roster minimums still apply.
- after adding our drafted and inherited players and after the end of resigns and before free agency opens each team will need to have 80 or less players/prospects. To get under that limit we will have a brief cutdown period prior to the start of Free Agency where teams can waive/buyout paid players and/or release unpaid players who will not be subject to waivers but will go directly to the free agent pool. teams releasing unpaid players can make single team threads(in a folder to be made in the near future) in which they list all those unpaid players who will enter the FA.
- teams may go over the 80 limit after our playoffs have concluded via trades and during our summer draft and resigning, but will need to get under again prior to the opening of free agency.
- From the start of free agency until the end of our playoffs, if any transaction(trade, fa signing, or waiver claim) is going to put a team over the 80 player limit they must state in that particular transaction thread which players they will be buying out and/or releasing(if unpaid) in order to remain compliant and execute those transactions asap.
